Discussion of Public Awareness and Participation Issues

On July 25, a roundtable discussion was held with a group of youth volunteers of Alaverdi Aarhus Center about the pillars of the Aarhus Convention. The aim was to introduce young people methods and practical application of the Convention’s pillars.Ms. A. Evoyan, coordinator of the Centre presented the formation and plans of the volunteer group, priority issues interesting the young people.

Ms. M. Chakryan, Armenian Aarhus Centers Press Officer invited to take part in the seminar-discussion, at first talked about the reasons of insufficient demand for the environmental information.

Through a question and answer the young people confirmed that the priority of social issues is downplayed the importance of the environmental information, to the environmental information demand does not contribute the current economic system, citizens’ indifference towards the surrounding environment and the lack of responsibility.

Ms. M. Chakryan presented the Aarhus Convention, especially underlining environmental information content, public awareness and participation issues. The latter noted that since joining to the Aarhus Convention delaying legislative reforms, the lack of public participation procedure enshrined by the law undermines the essence of the Convention, impeding the full implementation of the Convention: “As long as the citizen does not know when and how to participate in discussion of this or that issue, whether his suggestion or proposal will be taken into consideration and will affect on the final decision, it is impossible to speak about the full implementation of the Aarhus Convention,” she said.

Young people raised many questions arising out of the topic. Those were mainly related to the creating awareness of the citizen about the community issues, urban green areas and yards, equal rights of citizens living in apartment buildings, public monitoring, etc.
Young volunteers even more enriched their knowledge about the issues raised; they themselves raised the possibility of applying them to the everyday life.
