Current and upcoming activities towards ratification and implementation of the PRTR Protocol at the international level
The workshop was organized by the secretariat of UNECE Protocol on Pollutant Release and Transfer Registers (Protocol on PRTRs) to the Aarhus Convention, the secretariat of the Convention on Long Range Transboundary Air Pollution (Air Convention) in cooperation with the Ministry of Natural Resources and Environmental Protection of Belarus and its scientific and research center RUE “Bel SRC “Ecology”.
The workshop highlighted the importance of cooperation with the Convention on Long Range Transboundary Air Pollution and data collection and reporting protocols.
Through a range of specific thematic sessions, participants found out how better to deal with the implementation of PRTRs at the national level as regards: creating the appropriate institutional and legal frameworks, developing the list of chemical substances and enterprises to be covered, developing reporting requirements, managing data and its dissemination, foreseeing capacity building needs and promoting public awareness.

In the near future, from 23 to 24 November 2016 the fifth meeting of the Working Group of the Parties to the Protocol on PRTRs will take place in Geneva.The Working Group will review the progress in implementing the current work programme and will consider preparations for the next session of the Meeting of the Parties, implementation of the work programme for 2015-2017, financial matters, compliance and reporting mechanisms, including documents prepared by the Compliance Committee on Guidance on reporting on the Protocol’s implementation and Systemic issues with the implementation of the Protocol, promotion and capacity-building and so on.
During the meeting will be made preparations for the third ordinary session of the Meeting of the Parties including discussion on a draft joint declaration with the Parties to the Aarhus Convention and the future programme of work for 2018-2021.
The Working Group will be briefed on recent developments regarding electronic tools, including the Aarhus Clearinghouse for Environmental Democracy and the PRTR.net global portal, and the cooperation between ECE, OECD and UNITAR in that regard.
