The “Technical-economical Substantiation Studies” project of Yeghvard water reservoir is at the stage of the environmental expertise

On October 1, a meeting was held with representatives of the Japan International Cooperation Agency on Yeghvard reservoir construction project in Yeghvard Aarhus Center.

The representative of Japan International Cooperation Agency informed that a memorandum of understanding has been signed between the State Committee of Water Economy of the RA and the research group of the “Technical-economical Substantiation Studies” project stating the parties’ obligations.

The latter informed that the responsibility of organizing the public hearing during the implementation the EIA expertise of the project took the State Committee of Water Economy of the RA, noting that with regard to the organization of public hearings and in preparatory works Yeghvard Aarhus Center will support them.

Through the map Rie Kitao presented the details of the planned works marking that the construction works will be implemented at the area of reservoir, three canals will be constructed. The affected communities are Yeghvard and Erznka, but as for the irrigation purposes from the reservoir will also make use of the surrounding communities, target areas are considered some communities of Kotayk, Armavir, Aragatsotn and Gegharkunik regions.

The latter noted that they especially highlight the participation of all stakeholders’ of these communities in public awareness events and discussions on the volume and methods of the reservoir construction.

Then there was discussed the procedure of hearings organization, the center coordinator informed that the preparations are already underway, agreements have been reached with the State Committee of Water Economy of the RA with regard to creating public awareness and organizational issues on holding public hearings, on Monday, at a meeting with representatives of the municipality will be determined the day, place and time of the public hearing, after which the information will be disseminated through the State Committee of Water Economy, Yeghvard municipality and the Aarhus Centers website.

The project representatives informed that under the Japan guidelines at the public hearings is necessary to attract the largest possible number of beneficiaries.

They think that can be contradictory opinions, hence they highlight the importance of participation the targeted and affected communities, environmental NGOs, professionals, experts, society to collect both positive as well as negative opinions. They attach great importance to public awareness at an early stage.
The center’s coordinator expressed willingness to cooperate and support. She added that at the target communities the Aarhus Center in Gavar will support in conducting awareness meetings.

The project representatives have also expressed their willingness to participate in the awareness seminar for presenting the project details.

At the end of the meeting also were discussed the further steps.
